The American Rescue Plan Act of 2021 requires new, employer COBRA responsibilities that you should be fully informed about for employers who sponsor a health and welfare plan (fully insured or self-insured). These new responsibilities extend even to employers who fall under the mini-state COBRA regulations, like Cal-COBRA. This new Act provides for COBRA premium relief for certain eligible former employees and requires the employer to provide a Model Notice to these eligible employees (“Assistance Eligible Individuals”).
