James Sherk of the Heritage Foundation published a provocative memo back in February of this year on the subject of Davis-Bacon Act. As indicated by the article’s title, “Repealing the Davis-Bacon Act Would Save Taxpayers $10.9 Billion“, Sherk makes bold assertions about the economic value and impact of the Davis-Bacon Act. The thrust of his argument is that, by mandating what employers must pay their workers, the Federal Government is forcing employers to overpay their workers. The net result, he argues, is that, because of inflated prices, we (the taxpayers) get less infrastructure as a direct-result of fewer dollars being available to pay for these crucial government projects.
